You may have heard of the Resource Staff concept, in which talented artists from an RPG making community combine their talents to create a package of goodies for the RPG making world. (I believe this was the brain-child of Pineda, or at least of the staff when Pineda was actively working his magic in the old RPG Maker VX.net site.) Did you know that our excellent friends in the German RPG Making Community have a most outstanding set of Resource Staff releases? (The materials in the banner above are from Panda Maru, a contributor there.) And these resources are all sitting there, waiting for you to appreciate, download, enjoy and use them! As you can see above, I named each download by date, with the source, and included a brief description of the contents. Create a text file for each main folder. The NAME of the file should be “2013 09 ReStaff Contents” or something similar. In your text file, list the elements you find in this folder: sprites – modern – gate – use words you might search for. When you search for your resources, you will find this text file and know exactly what resources are being referred to. Alternatively, make a text file, put absolutely nothing in it except maybe the link back to the source of the resouces, and use the NAME of the file to list the elements you might search for (works for simpler lists.) His materials were posted on RPGMakerVX.net for six years without concern until some recent information came to light. Evidently he used a ship from Terranova to base his famous VX ship on, and all ships are pulled until they can be reviewed. Keep in mind that up until the last two years, RPG Maker was primarily a hobbyist tool, commercial games were few and far in between, and about the only two places you could easily house a commercial game on was Aldorlea or Amaranth. Most communities were forums built for non-commercial projects, and it was a common practice to assume that unless otherwise stated, the resources were for non commercial use only, and you'd need to contact the artist (scripter, composer, etc) to negotiate commercial use. Since then, the shift has gone more towards commercial (especially with the recent commercial editions to RMN and the focus of commercial at RMW).
In recent months, there have been pushes to get artists to provide detailed ToS for their work, and I think many of them have started doing that. However, old habits die hard, and a lot of people still don't.
Not to mention, some aren't around anymore, and some don't visit any of the old sites to bother updating anything anymore. I'd say, stick to RMN, VXAN, and RMW. Most of the artists who are still involved with RPG Maker will be on those sites, and so they are likely to provide the most recent resources and ToS on those sites, and are easier to contact with questions on those sites.
